Your Opportunity:

The Clinical Operations Informatics Office (COIO) is responsible for supporting readiness, implementation, continuous improvement and enhancement of the Connect Care work streams and programs. The Connect Care COIO team is seeking a Clinical Informatics Lead (CIL), Business Intelligence (Reporting) and Research to provide ongoing support to clinical operations and research study teams support across programs, Zones, Corridors, and institutions including but not limited to Acute Care Alberta, Recovery Alberta, Primary Care Alberta and Assisted Living Alberta. Reporting to the Core Lead, Business Intelligence and Research, the CIL will provide ongoing leadership and optimization between individuals, departments, sites, and programs for the adoption and optimization of the Reporting and Research functions in Connect Care’s clinical information system (CIS). Your role will directly contribute to advancing Alberta's vision for a digitally enabled, patient-centered healthcare system. There is flexibility regarding the location of this position within the Province of Alberta. At the time of appointment, the successful candidate may discuss location options with the hiring manager.

Description:

As a key leader in the Digital Health strategy, you will drive improvements in the function and adoption of the reporting and research functions and the integration of technologies that support clinical decision-making across the province. The CIL will collaborate with and manage complex initiatives within Connect Care’s programs and requires advanced clinical experience and communication skills to understand the diverse needs of the various stakeholders. The CIL will be responsible for managing functions associated with clinical informatics including assessing, defining, implementing and maintaining high-impact reporting content, and working with the clinical communities to encourage Connect Care’s safe adoption and use for improved clinical outcomes. The CIL will also provide support to research study teams in collaboration with the Provincial Research Operations – Health Evidence and Innovation Team to ensure enhanced patient safety through creating awareness of patient care related to clinical research. It is critical that the CIL have the leadership ability to manage and resolve politically-sensitive issues, which may result in high impact to the organization. The CIL may take a coordinating role in engaging operational clinicians (including physicians, nurses, and allied health professionals), ensuring they are orientated to clinical informatics within the program and engage clinicians to participate on working groups. This role requires someone with superlative clinical informatics knowledge, experience, strong leadership, and communication skills. Connect Care’s requirements span the organization, as well as several external stakeholders, including academic institutions, physician, other clinician groups and associations.

Required Qualifications:

A minimum of 5 years of progressively more responsible roles in health informatics. A minimum of 10 years of direct experience in clinical roles in the provision of healthcare or a strong working knowledge and intimate understanding of healthcare delivery. Membership in good standing with appropriate professional organization (i.e., CRNA, HSAA, etc.) Working knowledge of the organization and clinical informatics. Extensive knowledge and understanding of clinical practice and workflows. Minimum 10 years of leadership experience with responsibility in leading organizational change for programs or organizations of significant size and complexity, including management and leadership experience. Significant experience in the application of change management tools and methodologies. Certifications related to management, leadership, and change management (PROSCI certified). Good working knowledge of clinical services, information technology, and clinical informatics systems. Strong leadership skills as characterized by recent and relevant references.

Additional Required Qualifications:

Proven project management skills (ability to lead meetings, prioritize, resolve conflicts, maintain issues list, manage project plan). Strong communication and follow-up skills. Ability to actively and positively participate and negotiate solutions to resolve issues that may arise amongst a diverse group of stakeholders. Ability to lead other IT and clinical operations staff through complex discussions and negotiate solutions. Detail oriented and skilled with probing for information to fully understand the underlying needs of the users and help to communicate these needs with the appropriate teams responsible for change and optimization. Ability to work in a team environment and individually to build and maintain positive working relationships with vendor staff and external consultants will be key success factors in this role. Strong time management skills and the ability to meet project deadlines are essential. Must have working knowledge of basic systems principles, theories and concepts and of the healthcare business. Experience mentoring and supporting junior staff. A demonstrated clear pattern of professional and personal development. Self-motivated with little supervision. The expected stakeholder engagement work required, it may require site visits, travel, and meetings at varied times of day. Travel across the province may be required. Undergraduate degree required.

Preferred Qualifications:

Master's degree preferred. Clinical background preferred. Experience working in a research environment (e.g. – study coordinator role) is preferred.
