Your Opportunity:

This position within the Contracting, Procurement and Supply Management (CPSM)’s Strategic & Major Procurement Initiatives Center of Excellence (COE) Team, will work closely with other team members and the Program Director to develop and execute plans for competitive processes and contracting activities, for contracts across the breadth of the organization. Not confined to a particular area or commodity, the position will support and lead the highest priority and most complex competitive processes and negotiations taking place at AHS and Provincial Health Agencies (PHAs), working in concert with various organizations’ program groups to deliver on strategic organizational initiatives. The core responsibility for the role is to work with the Program Director of the COE to develop and review bespoke strategic competitive process structures and documentation to facilitate successful achievement of objectives for the multifaceted contracting initiatives. It is a unique opportunity to work with some of the most experienced and successful sourcing staff in AHS, while being at the center of major strategically significant projects benefiting the organization as a whole, while contributing to best practice training / template creation. Please note that there up to two positions available on the COE team while only one is being posted at this time, we may consider applicants for the second position.

Description:

This position provides support and expert advice to stakeholders on all aspects of contracting, procurement, and strategic business decisions, impacting contracts with vendors supplying goods and services to AHS, and other applicable entities. The role as a whole aligns strategic planning with practical implementation, and ultimately is responsible for putting into action the activities, which need to occur to ensure that stakeholder requirements for goods and services received are met through contractual obligation. The position will integrate business strategies into written sourcing and contract documents. The work involves writing and negotiating effective business agreements to ensure needs of AHS’ departments are met and clearly defined. Overall goals will typically include improving operations and mitigating risk to the organization, while containing costs. The work product that this individual is required to produce is expected to be of high quality, with attention to detail, as the consequences of the work product will impact operations and budgets. Facilitation of stakeholder groups will be required including planning meetings with relevant content, writing original work products, presenting materials, facilitating vendor engagement, and in general moving business forward diligently. Furthermore, there is some degree of support in CPSM training and template review will also fall to this role as a Lead for the COE team which generates and presents orientation sessions for CPSM.

Required Qualifications:

At least five years’ experience in competitive bidding processes (ideally negotiated request for proposals) and writing/negotiating resultant contracts required. Must have knowledge of business concepts and economic drivers that factor into business agreements. A proven track record for demonstrated application of business strategy, planning, process development, modelling business concepts, and project management. Advanced critical thinking, quantitative and qualitative analytical and problem-solving skills, with the ability to identify key issues and risks, create practical options/recommendations, and develop strategic solutions. Experience with healthcare and/or government sourcing is an asset. Progressive experience writing contracts or other equivalent documents with demonstrated attention to detail and accuracy is essential. Contract management experience with the ability to use technical skills and knowledge for problem-solving. Effective communicator with collaborative communication skills, who consistently produces exemplary written work.


Additional Required Qualifications:

Capability to work completely independently with little to no direct supervision in completing complex tasks. Accountability for work products and meeting timelines essential to success, while knowing when to escalate and flag risks and concerns through sound judgement is also a major asset. Literate in standard MS office application suite, at a minimum MS Word, Excel, Teams and PowerPoint. Given the nature of the work, integrity is extremely important. The position will be responsible for objective and ethical decision making of very sensitive issues having import on major contract awards. Proven capability to thrive in a remote office environment.


Preferred Qualifications:

Ten or more years experience in progressively complex competitive processes and contract negotiations. Successful track record of delivering on sourcing initiatives of significant value ($100M+) Strong preference for experience in sourcing and contracting for a range of goods and services vs. a single commodity type. (ex.Capital/Clinical/Lab/IT Equipment, Software, Consulting, Construction, Consumables & Services) Experience in MS Access, SharePoint, Visio and Project all assets.
