Information Access and Privacy Advisor

Alberta Health Services (AHS) needs someone like you to join our Information Access Services team in the position of Information Access and Privacy Advisor. A part of AHS’ Legal & Privacy Branch, the Information & Privacy team promotes the protection of privacy and access to information throughout AHS, enabling AHS staff to apply access and privacy principles in their daily work to ensure that our patients’ personal and health information is protected.
Description:
As an Information Access and Privacy Advisor you will be responsible for processing formal access to information requests, correction requests, and consultation requests from other public bodies for AHS, Alberta Precision Laboratories, Recovery Alberta, Primary Care Alberta, Acute Care Alberta and Assisted Living Alberta under the Freedom of Information and Protection of Privacy Act (FOIP), and Health Information Act (HIA) as required. This includes completing all formal access to information requests within legislated timelines by reviewing records; preparing fee estimates; liaising with third parties and other public bodies; and making recommendations on the disclosure of information while identifying sensitivities and issues surrounding controversial requests through briefing notes. This position will liaise, mediate and prepare submissions to the Office of the Information and Privacy Commissioner on access and privacy provisions of FOIP and HIA as required. You will also provide expert advice on FOIP policies, procedures, legislation and new initiatives in respect to access and privacy implications as well as provide guidance to AHS staff as required. This position follows the processes in place at AHS to ensure that the organization's disclosure obligations are met in a timely and customer-focused manner under FOIP and the HIA. As a member of the Information Access Team, you will have opportunities to participate in creating training content and promote privacy awareness. This position may qualify for hybrid or remote working arrangements. The incumbent must be able to attend AHS sites in either Edmonton or Calgary for in-person meetings.

A minimum of 4 years' experience working for a public sector or health care organization, within an Information & Privacy, Risk Assessment, or an interpreting/application of legislation role. Diverse working knowledge of information access and privacy practices with specific knowledge of Alberta's Freedom of Information and Protection of Privacy Act (FOIP) and Health Information Act (HIA) or other similar information access and privacy legislation is required. A University degree in a related discipline (i.e., Business/Public Administration, Information Management, Political Science, Law Degree, etc…). The ability to conduct research, understand and interpret legislative requirements and apply it is required. Equivalencies will be considered on the basis of one year experience for one year education.
Additional Required Qualifications:
Proven capacity to lead self and others through change and demonstrated abilities to be solution based in approach will be critical to the success of this position. Experience with processing access to information requests under deadlines. Experience with legal research, investigative practice, mediation, data analysis and interpretation. Demonstrated superior customer service, relationship building & networking skills, writing, editing, reviewing, proofreading, effective communication, critical thinking, organizational, and consultation skills, as well as a keen attention to detail are necessary.
Preferred Qualifications:
Certified Information and Privacy Professional (CIPP/C) designation. Canadian Information Access and Privacy Professional (CIAPP). Completion of the University of Alberta IAPP Program. Five years' experience working for a public sector or health care organization, within an Information & Privacy, Risk Assessment or interpreting/application of legislation role is preferred. Experience using ATIPXpress software.
