Your Opportunity:


Reporting to the Director, Evaluation and Analytics, Provincial Primary Health Care Program, this position will oversee and coordinate the evaluation of the opioid initiative response in primary health care. This is a grant-funded initiative with funding through March 31, 2020 with the possibility of extension. An evaluation framework was created in 2018 and an interim report has been finalized. This individual will work to advance this complex provincial initiative through: Leading the coordination and implementation of the final evaluation of the primary health care opioid response initiative; Developing and advancing innovative, collaborative and scientifically sound evaluation approaches for the work that will align at three levels within Alberta (micro, meso and macro); Aligning this primary health care work with responses happening in the addiction and mental health sector; Engaging and collaborating with a wide spectrum of internal and external partners including provincial and zone operational and medical leadership, Alberta Health, Alberta Medical Association, Alberta College of Family Physicians, Alberta Health Services – Zones and Primary Care Networks; Participating in required project planning meetings to meet overall grant milestones and objectives; Organizing and coordinating the provincial evaluation advisory committee, and required working groups; Lead writer on the final evaluation report; Establishing and executing effective communications with key stakeholders (e.g. evaluation capacity building presentations, briefing notes, executive summaries, tailored infographics) to advancing a learning organization through the practice of evaluation; and, Meeting all work plan milestones and objectives related to the evaluation in support of the broader project work plan.

Required Qualifications:

Required qualifications include: A PhD (or equivalent in experience) in a health related field (e.g., Sociology, Psychology, Epidemiology, Community Health Sciences, Education, etc.) with a strong mixed method and/or evaluation specialization (or equivalent experience); A minimum of 7 to 10 years’ experience conducting evaluations, including provincial work leading complex initiatives and/or projects in the area of addition and mental health or primary health care; Experience in leading complex, systems level evaluation including writing of the final evaluation report; Proven ability to work collaboratively with a broad spectrum of stakeholders including persons with lived experience and their families; Understanding of Alberta’s primary health care strategy, governance structures and its relevant stakeholders; Evaluation experience involving individuals with social and health vulnerabilities; Broad based competencies across the practice of evaluation as determined by the Canadian Evaluation Society (CES). These include: reflective, technical, situational, management, and interpersonal practice; Adaptive and skillful in tailoring communication of evaluation results to meet audience needs.

Additional Required Qualifications:

Additional required qualifications include: Past experience using health systems (administrative) data to support evaluation reporting; Have a working understanding of Alberta’s Health Information Act including privacy and data sharing legislation.

Preferred Qualifications:

Possessing Credential Evaluator status from CES is optimal, but not essential.
