Your Opportunity:

The Indigenous Wellness Core (IWC) works in collaboration and partnership across Alberta Health Services and with all external partners to support innovation and improvement in Indigenous Health and to work towards health equity for Indigenous peoples and communities. The IWC has a significant opportunity to improve the health of Indigenous Peoples in Alberta by focusing on upstream efforts and health equity, creating, and building on community empowerment and action, and transforming health service delivery to address racism and focus more on determinants of health and prevention. The IWC is the mechanism through which AHS plans to achieve on-going provincial improvement in Indigenous health, patient outcomes and experience, health improvement and sustainability of Alberta’s health system. The Indigenous Wellness Program Clinical Alternate Relationship Plan (ARP) is designed to provide wholistic primary care physician services to Indigenous peoples within their communities. Program services are provided on reserves, Metis Settlements, urban clinics and in collaboration with the Alberta Indigenous Virtual Care Clinic to overcome geographical, economic, political, cultural, and socio-historical barriers faced by Indigenous patients. The health priority is to increase access and provide culturally safe primary care services with an emphasis on chronic disease management and a particular focus on diabetes, mental health & addictions, women’s health, pediatric primary care, and chronic pain and palliative care.

Description:

The Senior Advisor (SA) of the Indigenous clinical ARP works directly with Indigenous leadership and communities including Health Directors throughout Alberta to promote, plan, organize and implement primary care physician services within Indigenous community health centres. The SA will develop/maintain strong working relationships with key stakeholders and Indigenous community leaders, provide leadership and oversee the recruitment and implementation of Primary Care Physician services for Indigenous populations across Alberta. The SA will work with senior leadership of the AHS IWC, Medical Affairs, Business Advisory Services, Alberta Health, ARP Management Committee, ARP physicians and the ARP admin V to provide expertise and overall management, implementation, and administration of the ARP. The work will require a comprehensive understanding of their role within the dept and broader AHS structure. The SA will report to the Manager, Primary Care Access of the Clinical Medical dept of the IWC to provide knowledge management, expert consultative abilities, and strategic communication. The SA manages action requests, initiates, provides recommendations, and leads change management strategies as appropriate, indicating due date and response required. The SA is responsible for preparing and reviewing performance reports and submissions monthly, quarterly and annually on quality measures to Alberta Health, Medical Affairs, ARP Management Committee with accuracy, completeness, political sensitivity and tone that reflects the Ministerial Order of the Indigenous Wellness Program Clinical ARP and the IWC of AHS. The SA utilizes expertise in Indigenous Health program areas, aligned with AHS/Indigenous Health Commitments and the IWC’s mandate. This position establishes and maintains positive relationships with key local, provincial, and national representatives of health care.

Required Qualifications:

A Baccalaureate degree in health sciences or nursing. A minimum of three years’ (3) experience working in Indigenous health in Alberta or Canada. Healthcare experience, working knowledge of the health care system is required. A minimum of 5 years in a leadership and/or program planning role ideally in health care and/or with an Indigenous organization or agency of significant size, complexity and diversity serving Indigenous peoples and communities. Effective leadership abilities combined with a strong commitment to operating within a team environment and the ability to motivate and inspire others to achieve common goals. This position requires on-site attendance.

Effective communicator with strong organizational skills, influential skills, client-focused orientation, and commitment to providing quality services. Leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching, and teaching, and the ability to inspire and build confidence in others. Demonstrated ability to manage change and create innovative solutions for complex and diverse issues. Ability to manage human, financial, and physical resources within an operating environment. Proven ability to foster partnerships and to achieve organizational goals within an organization and ideally managing within a unionized sector. Strong track record in establishing and maintaining effective working relationships with internal and external stakeholders. Excellent analytical and decision-making skills. Ability to plan, organize and manage short- and long-term plans and projects and deliver patient/client-focused results. Ability to foster a climate of cooperation amongst and build solid relationships with public agencies, government, committees, and other partners. Proficient with computers. Valid driver’s license and must be able to travel. An equivalent combination of education and experience may be considered. As a bona fide occupational requirement, and under Section 11 of the Alberta Human Rights Act, only Indigenous applicants will be considered.


Preferred Qualifications:

Master of Health Administration or Public Health with 7 to 10 years' work experience in a leadership and/or program planning role, ideally in a health care or Indigenous organization of significant size, complexity, diversity. Experience/knowledge of Indigenous health, Ways of Knowing, relationship building/engagement/community-based approaches. Knowledge of Indigenous culture (i.e., protocols), history, territories (i.e., Treaty areas & communities) and geographic diversity in Alberta.
