Your Opportunity:

The Program Manager leads a project management team to deliver Project Management Program services within a zone in support and alignment with the vision, mission and business plan of Alberta Health Services. The role provides leadership, management, coaching, mentoring and development to all team members. The role oversees assigned capital and operational building infrastructure projects within the zone while ensuring a consistent and integrated approach across the zone as well as the province. The role provides operational leadership to team members and the services provided while ensuring the overall program’s strategies and project’s performance standards are implemented, delivered and achieved. The role also develops and maintains strong and positive relationships with project stakeholders, organizational leaders including leadership within the other zones, the Projects Centre of Expertise (COE) and local, provincial, health care and regulatory bodies stakeholders. The role leads politically sensitive and highly complex projects as required. The Program Manager further provides direct strategic support and counsel to the Director and senior leadership on all aspects of project management.

Required Qualifications:

Required: Two-year post-secondary program. Bachelor Degree of Architecture, Engineering, Interior Design or Project Management (Building Construction) Diploma in Architecture, Building or Engineering Technology OR Journeyman Trade Certificate. Management and Leadership courses. Technical and Project Management courses related to building infrastructure. Required Experience: At least 10 years. Commercial or institutional construction project management experience in an organization of significant size, complexity, and diversity. Proven experience managing, mentoring, motivating and leading team members and stakeholders. Proven experience managing professional and unionized staff. Advanced knowledge of construction and project management concepts, methods, and practices. Advanced knowledge of applicable provincial, regional, and municipal bylaws, codes, regulations, policies, and procedures. Advanced knowledge of construction contract law and procurement rules, regulations, and requirements.


Additional Required Qualifications:

Excellent interpersonal, oral, and written communications skills including facilitation and presentation skills. Proven ability to hold political, internal, and public awareness and system thinking to help guide and mentor all members of the zone Project Management team. Proven experience to work well under pressure. Excellent analytical reasoning and problem-solving skills. Demonstrated knowledge of computerized project management and engineering programs. Demonstrated knowledge of Microsoft Office Professional software. Proven experience achieving organizational goals and project management objectives such as budgets, schedules, and service delivery requirements. Ability to read and interpret construction documentation and contracts. Practical experience in strategy, policy development, leadership, and project and program management. A large portion of time is spent in design and construction meetings and on construction sites. Must hold a valid Alberta Drivers License.


Preferred Qualifications:

Hospital or healthcare facility construction planning and project management and facility management experience. Experience working with and/or managing external consultants, contractors, government agencies and regulators. A member in good standing with the AAA, APEGGA, ASET or PMP designation associated in the Building Infrastructure Industry. Familiarity with the Alberta Heath Services regions, Alberta Health, and Alberta Infrastructure. Proven experience fostering partnerships.
