Program Chief, Clinical Practice

Emergency Health Services (EHS) is now seeking a leader for the role of Program Chief, Clinical Practice. In this role, you’ll lead and direct teams responsible for Medical Control Protocol and Specialized Treatment Protocol management, accreditation, event review and practitioner feedback, clinical coaching, reintegration, and peer support programs. As the Program Chief, Clinical Practice, you’ll provide EHS leadership with expertise and strategic advice on Clinical Practice and support the implementation of organizational strategy. As this is a provincial position, the physical work location is negotiable within Alberta. Description:
The Program Chief, Clinical Practice ensures individual frontline paramedics have the tools, training, and support they need for daily practice. Reporting to the Chief, People and Practice Excellence, you will provide the EHS Team with expert advice ensuring alignment with and advance strategic priorities, organizational vision, and long-term goals. As Program Chief, you will provide direction and support for the development and maintenance of processes, procedures, and workflows related to clinical event review, ongoing clinical audit, and giving consistent, meaningful feedback to frontline practitioners. Working cooperatively with other EHS leadership, this role will lead and oversee teams responsible for Medical Control Protocol development, Specialized Treatment Protocol management, accreditation, event review and practitioner feedback, clinical coaching and support, reintegration and return to work, and peer support initiatives. As the Program Chief, you will develop and maintain strategic relationships with collaborators in EHS Operations and EHS Transformation as well as Acute Care Alberta and Health Shared Services, and external healthcare bodies including the Alberta College of Paramedics. In this role, you will provide guidance and support to direct reports and promote person‑centred practices that help staff feel respected, informed, and supported. You will control and manage the budget for your portfolio area, making prudent decisions for financial, physical, and human resources encompassing six program areas.

Bachelor’s degree in health-related field (clinical or business.) Master’s degree preferred. Current or prior registration as a clinician (e.g., Paramedic, Nurse).
Additional Required Qualifications:
Experience working in or with large, unionized, regulated, or publicly accountable organizations. Strong understanding of EHS clinical systems and work environment, along with experience implementing evidence-based practice. Experience developing and implementing performance management frameworks, or continuous improvement initiatives at scale. Significant experience in quality improvement, patient safety, and accreditation initiatives at organizational or system-wide levels. Understanding of best practices in creating a supportive and safe EHS work environment, including through training, return to work practices, and peer support. Experience managing interdisciplinary teams of senior out-of-scope professionals as well as in-scope staff. Demonstrated experience in resource stewardship, including budget planning, risk management, and prioritization across competing initiatives, and demonstrated ability to manage a moderate sized program budget. Conflict resolution skills, particularly in environments with competing interests and shared accountability, combined with the proven ability to foster collaboration with healthcare partners.
Preferred Qualifications:
Formal training in quality improvement, change management, project or program management, performance management, systems leadership, evaluation, public policy or equivalent is an asset.
