Your Opportunity:

Health Shared Services (HSS) provides coordinated, innovative, and cost-effective procurement and supply chain services to healthcare organizations across Alberta. The Purchasing Manager performs a key leadership role in Contracting, Procurement and Supply Management (CPSM) for providing procurement services to all health organizations across the province. The Manager reports directly to the Provincial Purchasing Director for all day-to-day procurement operations of their assigned portfolios. Leading a large and diverse team of purchasing professionals, the Manager is responsible for planning and making complex procurement decisions with potential to impact patient care. Managers and their respective teams work directly with frontline managers and ends users in clinical and non-clinical areas to ensure medical devices, equipment, supplies and services are procured and available for delivery of patient care. The leadership role requires expert procurement knowledge to guide frontline managers in procurement strategies and decisions. The Manager will navigate global supply chain challenges and apply innovative solutions that are consistent with established HSS procurement policies, practices, laws, and trade agreements. Staying attuned to current constraints and pressures, the Manager provides direction to their team based on risk and priorities.

Description:

Leadership & Team Management: Lead, mentor, and develop a team of procurement specialists and buyers. Establish performance expectations and ensure alignment with organizational objectives. Foster a culture of collaboration, accountability, and continuous improvement. Procurement Operations: Oversee end-to-end purchasing processes, including requisitioning, purchase orders, order fulfillment and vendor payment. Ensure timely procurement of medical, clinical, and operational supplies. Monitor purchasing activities to ensure compliance with policies, trade agreements, and regulatory requirements. Strategic Sourcing & Vendor Management: Support and implement sourcing strategies that optimize cost, quality, and service levels. Develop and maintain strong relationships with vendors and suppliers. Evaluate supplier performance and drive continuous improvement initiatives. Financial Stewardship: Manage purchasing budgets and identify cost-saving opportunities. Analyze spend data to help with procurement strategies and decision-making. Ensure transparency and accountability in procurement practices. Process Improvement & Compliance: Identify and implement process improvements to enhance efficiency and service delivery. Ensure adherence to public sector procurement policies and trade agreements (e.g., CFTA, NWPTA). Support audits and reporting requirements. Stakeholder Collaboration Partner with internal stakeholders (clinical teams, operations, finance) to understand needs and priorities. Provide procurement expertise and guidance on purchasing decisions.

Required Qualifications:

Bachelor’s degree in Business Administration, Supply Chain Management, or a related field. Experience and advanced understanding of supply chain fundamentals. SCMP, PMAC, NIGP designation or other relevant experience and advanced understanding of procurement fundamentals. Healthcare and supply chain experience. Minimum of 5-7 years of experience in a procurement and leadership role in an organization of significant size, complexity and diversity. Proven organizational and management skills. In-depth knowledge of practices, laws, and trade agreements in relation to Procurement. Ability to work independently and cooperatively with others. Demonstrates an understanding and commitment to the vision of Health Shared Services and Contracting, Procurement and Supply Management. Displays initiative, creativity and innovation in achieving results. Proficient in cost benefit analysis, quantitative and qualitative evaluation management process. Ability to plan, organize and manage short- and long-term plans and projects and delivery customer-focused results. Ability to lead and manage change management initiatives.


Additional Required Qualifications:

Experience in Oracle EBS specifically with iProcurement, Purchasing, and Inventory Management modules. Knowledgeable of PC based computer applications related to material management (Word, Excel, Access, ServiceNow & Oracle). Leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching and teaching, including the ability to inspire and build confidence in others. Comprehensive written and oral communication skills.


Preferred Qualifications:

Experience managing in a union environment.
