Your Opportunity:

The position within Contracting and Commissioning Oversight at Acute Care Alberta (ACA) provides support and arrangements, including contracting with alternative service delivery providers (outsourced contracted providers). Acting as a subject matter expert you will have in-depth knowledge with respect to the development of sourcing strategies, and contracting & competitive bid documents, resulting with contracts that are of significant value & complexity, typically longer term and provincial in scope. As this is a provincial team, this position’s location is negotiable and may be eligible for a remote/hybrid work arrangement. It is an exciting time to join the organization, as the province works to re-imagine and re-organize healthcare administration and delivery. Acute Care Alberta is a new provincial health agency in Alberta that provides active, short-term care services for patients who have a severe injury, illness, urgent medical condition, or are recovering from surgery. Delivering health care and overseeing health operations at hospitals and urgent care centres, ACA ensures that every Albertan receives the care they need as soon as they need it.

Description:

The position will lead the contract development/negotiation/writing process consulting with various ACA departments to ensure the structure of contractual arrangements with vendors impact operations in a positive manner, specifically, improve operations and mitigate risks to the organization, while containing costs. This work is expected to be of high quality and with attention to detail, as the work impacts budgets in the order of magnitude of millions of dollars. The position provides advice, management, and supervision to the team and other contracting professionals assisting with the competitive bidding processes and with standardizing work methods, protocols, and procedures. This work includes knowledge sharing sessions including the development of educational tools/resources for facilitating periodic training sessions relating to industry best practices in competitive bidding and contracting. This position will also have a role with project management extending into the planning of Sourcing/Contracting projects and implementation/conversion of provincial contracts. This may involve developing project strategy, plan and schedule; monitoring project progress against standards, timelines, plans and budgets; and managing project resources in a matrix organization structure.

Required Qualifications:

Minimum of 5 years of experience in contracting or sourcing, preferably in a complex & diverse organization. Communicator with strong organizational skills & influence. Skilled in explaining complex issues & resolving difficult situations. Progressive experience in contract management, writing, and negotiation. Ability to support & implement business transactions delivering effective solutions to complex challenges. Knowledge & demonstrated application of business strategy, planning, policy development, modeling concepts, & project management. Understanding of business practices relating to corporate administration. Excellent quantitative & qualitative analytical skills. Ability to develop & facilitate presentations to convey information or transfer knowledge. Ability to gain buy-in & commitment from stakeholders. Ability to prioritize competing responsibilities. Adaptable & skilled in developing innovative solutions for complex & diverse issues. Experience managing diverse human, financial, & physical resources. Ability to contribute to the development of high-impact sourcing & contracting strategies. Ability to understand, use, & mentor staff on financial analysis concepts. Ability to develop actionable recommendations & implementation plans. Comitted to ethical conduct.
