Your Opportunity:

Reporting to Manager IT - Provincial Payroll and Workforce Systems, the Senior Developer/Systems Analyst will provide expert-level knowledge for supporting and maintaining the AHS e-People (PeopleSoft) application. This position performs a senior role in all aspects of the development life cycle including design, development, testing, and technical documentation.

Description:

Provide senior-level technical development support for HR business stakeholders within the PeopleSoft HCM application. Analyze complex business and functional requirements provided by Business Analysts and translate them into detailed technical solutions for new functionality, system enhancements, and defect resolution. Conduct comprehensive impact assessments for all requested application changes, evaluating technical implications and identifying risks, dependencies, and implementation considerations. Review business requirements and provide technical recommendations, solution alternatives, and best-practice guidance to support informed decision-making. Develop detailed technical design specifications in accordance with established development methodologies and AHS PeopleSoft development standards. Prepare accurate effort estimates and cost assessments for all development requests. Lead all phases of the development lifecycle, including technical design, coding, implementation planning, testing strategy, documentation, deployment, and post-implementation support, ensuring high-quality, reliable, and maintainable solutions. Participate in a rotating after-hours on-call support schedule to provide critical production support during bi-weekly payroll and payroll accounting calculation and confirmation cycles, ensuring system stability and timely issue resolution.

Required Qualifications:

Minimum 10 years of experience providing technical development and support for PeopleSoft applications in a senior or lead role, with experience in upgrades and/or new implementations preferred. Proven expertise with PeopleSoft Integration Broker, PeopleTools, COBOL, SQR, Application Engine (AE), Component Interface (CI), PS Query, Oracle SQL, PeopleCode, Application Packages, Application Designer, and web services. Advanced knowledge of at least two PeopleSoft HCM modules, including Payroll, Core HR, Benefits, or Time and Labor, preferably on PeopleSoft 9.x or higher. Equivalent experience with PeopleSoft Financials will also be considered. Demonstrated experience using Application Designer, PS Integration tools, PeopleSoft Test Framework (PTF), and PeopleSoft Internet Architecture (PIA). Proven ability to design, develop, and deliver high-quality technical solutions that meet business requirements while adhering to development standards, timelines, and best practices. Experience supporting large, complex, unionized organizations is considered an asset.


Additional Required Qualifications:

Excellent verbal and written communication skills, with the ability to effectively collaborate with diverse stakeholders, technical teams, and business partners. Strong analytical, problem-solving, and organizational abilities, with a proven capacity to manage multiple priorities in a fast-paced environment. Demonstrated experience planning and executing comprehensive testing activities, including unit, system, integration, performance, conversion, and regression testing. Proven ability to work independently, exercise sound judgment, and drive complex technical deliverables through to successful completion while maintaining quality and adherence to project timelines.
