Are you looking for a unique opportunity to advance the health of Albertans? Alberta Health Services is currently looking for an Investigator to join its Calgary-based Tobacco, Smoking and Vaping Enforcement team. Working in a dynamic multi-disciplinary team, the Investigators enforce the Alberta Tobacco, Smoking and Vaping Reduction Act, with a focus on preventing tobacco and vaping product sales to minors. Your duties will include coordinating and supervising youth test shoppers who attempt to purchase tobacco and vaping products at retail locations in Alberta and carrying out enforcement activities. Attention to detail is important for this position. This position requires excellent verbal and written communication skills as you interact with Alberta retailers, the general public, inter-disciplinary team members, partner agencies, and other stakeholders.

Description:

Under the authority of the Alberta Tobacco, Smoking and Vaping Reduction Act (TSVRA), the Tobacco, Smoking and Vaping Investigator (TSVI) conducts inspections, investigations and surveillance activities. The TSVI coordinates, supervises and assigns work to youth test shoppers, takes evidence and prepares documentation for court. They provide inspection reports to retailers, issue warnings, and issue Part 2 and Part 3 violation tickets in accordance with the Provincial Offences Procedures Act. They take detailed notes, documents all enforcement activities and enter it into the provincial inspections database in a timely manner. They exchange information with peers and work collaboratively with municipalities, law enforcement partners, and other interested groups, and provide field support and expertise to Public Health Inspectors in the enforcement of the TSVRA. The TSVI must be eligible for and maintain status as an Alberta Peace Officer in accordance with the Alberta Public Security Peace Officer Program. This position requires extensive travel throughout the province, with some overnight travel, and it requires rotational shift work, including evenings, weekends and holidays.

Required Qualifications:

Have a minimum 2-year completed post-secondary diploma in law enforcement, criminal justice or related field, or relevant experience as a Police Officer, Alberta Peace Officer or equivalent position. Must be eligible for and maintain appointment as an Alberta Peace Officer Level 2 in accordance with the Public Security Peace Officer Program (Peace officers – Overview | Alberta.ca), the Alberta Peace Officer Act and Regulation. A combination of education, skills and experience may be considered. Hold a valid Class 5, non-GDL Alberta Operator’s Licence. Completed the Alberta Peace Officer Investigations Program, or Police Officer Training, or training deemed equivalent by the Alberta Public Security Peace Officer program.

Preferred Qualifications:

Minimum of 3 years' experience in regulatory inspections and/or investigations. Demonstrated ability and comfort with decision-making including appropriate use of enforcement in regulatory inspections and investigations. Thorough knowledge of: the rules of evidence, court proceedings, and surveillance techniques.
