Advisor - International Talent
Your Opportunity:
Health Shared Services (HSS) is seeking an Advisor, International Talent, to join our provincial Talent Acquisition team. HSS supports provincial healthcare agencies and corporations by providing expertise, systems and resources to clinical and non-clinical teams across Alberta’s healthcare system. As the Advisor, International Talent, you will help ensure efficient immigration practice and consistent employer compliance practices by leveraging strong immigration and human resources expertise. You will provide guidance to both incoming and existing employees, their leaders, and HR partners. This role is ideal for a highly organized professional who is comfortable in navigating complex and changing environments. Remote/hybrid work is available within Alberta.
Description:
The Advisor, International Talent ensures organizational and employee compliance by maintaining accurate records, upholding document retention standards, and supporting audit reporting. This role guides the end-to-end process for employer-supported work permits, including LMIAs, LMIA exemptions, bridging, and pathways to permanent residency, while supporting both recruitment and retention of international employees. Sound judgment is applied when assessing immigration risk and providing recommendations to internal and external partners. Decisions are made within the appropriate scope, with escalation to the internal Immigration Consultant or Legal as needed. During onboarding, this role monitors documentation, tracks expiry dates and permit conditions, and communicates required actions, timelines, and risk mitigation strategies to employees and leaders. This position requires the ability to interpret complex immigration policy and communicate it clearly across varying levels of understanding. Cross-functional collaboration with HR Business Partners, Labour Relations, Talent Acquisition, Health Professions, and operational leaders to ensure immigration requirements are integrated into workforce planning. Effective management of time-sensitive processes supports the success and compliance of the organization's international workforce.

A minimum of three (3) years of experience in Human Resources, Recruitment, or a related field with direct exposure to Canadian immigration, is required. Postsecondary degree or diploma in Human Resources, Business Administration, Legal Studies, or a related field (or an equivalent combination of education and directly applicable experience) Direct experience managing LMIA applications and employer-supported work permit processes. Demonstrated working knowledge of Immigration, Refugees and Citizenship Canada (IRCC) programs, rules, regulations and processes of both temporary and permanent immigration categories. Demonstrated experience with employer compliance and inspection requirements including the review of key immigration documents, including study permits, work permits, visas, LMIA/LMIA exempt categories, and proof of permanent residency status.

Preferred Qualifications:
Experience with HR systems, document management and recruitment management tools such as Applicant Tracking Systems and Human Resource Management Information Systems. Immigration law or compliance training or coursework. Experience working in a unionized environment. Experience with regulated professions. Experience supporting large-scale international recruitment initiatives. Experience with case management systems. Regulated Canadian Immigration Consultant (RCIC).
