Advisor - Health System Access
Your Opportunity:
The Health System Access (HSA) Advisor is a professional position reporting to the Director, Health System Access that reviews research requests with a high degree of independence. The Advisor is responsible and accountable for the coordination of provincial administrative processes related to health clinical research studies approved by a research ethics board. Key responsibilities for the Advisor involve ensuring that access to health information for research purposes is granted and managed in accordance with Alberta's Health Information Act, AHS policies and procedures, and a repository's information exchange or access protocols. The Advisor works closely with clinical and non-clinical teams within Alberta's health system, universities, external partners and the research community to ensure that research approvals are processed, and organizational risks are mitigated appropriately while enabling researchers to assess health system resources in a timely manner to support their studies. This is a hybrid position with a requirement to be onsite the University of Calgary, Cumming School of Medicine. This position will be part of Acute Care Alberta effective April 1, 2025. Description:
The HSA Advisor will have significant responsibility for the follow: Engaging and collaborating with multiple internal clinical departments and external university research administrative offices to provision access to health system resources for research purposes. Reviewing and coordinating research approvals in compliance with the Alberta legislation, health system policies and procedures, and operational access protocols. Identifying the risks to the privacy and security of health information introduced by a particular proposed use or disclosure and make recommendations to the repository owner(s) and/or operational approver(s) about how to manage the risks. Reviewing requests to provide access to Netcare, Connect Care or other permitted information systems for research and identifying alternatives for those who are not eligible. Assisting researchers to navigate, and provide direction regarding, provincial Health System Access processes. Mediating and attempting to resolve concerns from Principal Investigators relating to research administrative issues. Assessing the tools and practices needed to move research projects through operational processes (i.e. legal, finance, IT, clinical operations). Navigating the complexities of leveraging Connect Care functionalities and customizations for research.

Master’s in health services administration, Business or Health Sciences Discipline. A minimum of 3-5 years of healthcare experience in an organization of significant size, scope, complexity and diversity. Experience in the conduct or administration of clinical research is preferred as is experience working with the Health Information Act and research requests. Experience drafting and executing contracts would be an asset. A demonstrated ability to manage change and create innovative solutions for complex and diverse issues; particularly relating to information stewardship. Proven ability to foster partnerships and relationships with all levels of a health service organization as well as with academic partners. Strong human-networking, critical thinking, critical analysis, audience-appropriate communication, negotiation and advanced writing skills required. Broad knowledge of eHealth strategies, clinical concepts and processes and how these are used in health care systems.
Additional Required Qualifications:Experience working with legal agreements, contract administration and negotiation. Demonstrated understanding of clinical research processes and regulatory environment.
Preferred Qualifications:Master’s in health services administration, Business or Health Sciences Discipline. Equivalencies of education and experience will be considered.
