Your Opportunity:

Senior Planner - Zone Healthcare Planning is a component of the AHS planning cycle that helps define healthcare service needs and strategies to address those needs over the next 15 years. Zone Healthcare Plans are developed through extensive internal and external engagement and in partnership with Alberta Health. Taking a whole-system approach, planning aligns with the goals and priorities of Alberta Health and AHS, while also considering the unique realities in each of AHS’ five geographic zones. The goal of Zone Healthcare Planning is to identify initiatives that will help us continue our journey to build a quality healthcare system; a financially sustainable system that empowers Albertans to be partners in their care, increases the focus on wellness and prevention, and improves health outcomes for all Albertans. The Senior Planner, Zone Healthcare Planning is a senior professional who reports to the Executive Director, Health System Planning, within the AHS Planning and Performance portfolio. This position will lead and/or support components of a Zone Healthcare Planning project in a given Zone. The Senior Planner possesses knowledge and expertise of the healthcare industry, the priorities and goals of Alberta Health and AHS, and innovative practices occurring in other healthcare jurisdictions. The Senior Planner is skilled at facilitating planning conversations with diverse stakeholders, supporting Zone Executive in the development of plans, while being a strong team member within a project management approach. All Non-Union Exempt positions are being reviewed for possible inclusion in the AUPE General Support Services bargaining unit. If this position is impacted, the incumbent will be notified accordingly.


The Senior Planner: Is an experienced professional with a broad-based background in health planning. Supports the advancement of a coordinated, long-term service delivery perspective and promotes a whole-system approach. Leads key components of strategic planning including but not limited to health needs assessment, current state assessment, future state definition, gap identification, governance, change management, development of objectives and outcome statements, stakeholder input, critical analysis and capacity building. Facilitates the development of comprehensive, evidence-based / evidence informed strategic and coordinated plans that create service linkages across the continuum, from prevention of illness to end of life care. Develops and applies evidence informed planning frameworks and other service delivery decision support tools to enable consistency in planning across multiple services, populations and/or geographies. Seeks out leading and promising practice/evidence (locally, nationally and internationally) to inform service model development. Interprets/ analyses /applies relevant data to support decisions about health system re-design and delivery, with the view to what will best meet the needs of the population, now and into the future. May concurrently lead or support a number of planning initiatives, stakeholder meetings, committees and/or project teams. Ensures linkages and alignment with Alberta Health and AHS strategic directions, the AHS Health Plan, Strategic Clinical Network planning and leading and promising practices when developing health system strategies and models.

Additional Required Qualifications:

The successful candidate will possess a record of accomplishment in the following areas: Successful leadership experiences in strategic, service or project planning, execution, reporting, monitoring, and evaluation. Experience in leading or facilitation of project teams (including diverse participants and senior leaders) through the continuum of a project plan. Exceptional written and verbal communication abilities, including the ability to summarize complex information into concise and easily understood reports, briefing notes or presentations. Significant success working in teams (sometimes virtually) within a planning and/or project management environment. Experience in resource management, within a project context. Experience initiating and fostering positive relationships and partnerships with key internal and external stakeholders. Ability to deal with highly complex or sensitive issues in a professional manner. Strong commitment to patient and family centered care. A solid understanding of planning frameworks, tools and processes and the ability to demonstrate the use of these in completing Zone Healthcare Planning projects. Ability to discern when decisions require consultation with senior management.

Preferred Qualifications:

A Master’s degree in a health or management related discipline is preferred. Equivalencies of education and experience will be considered. Training in health system or health services planning or project management is an asset. A minimum of five years progressively responsible experience in a planning, management, evaluation, quality improvement or clinical role in an organization of significant size, complexity and diversity is preferred. Healthcare or clinical experience is an asset.
