Your Opportunity:

This position is a key leadership role in Enterprise Information Management (which is part of Health Information Management (HIM)) and reports to the Director, Enterprise Information Management (EIM). The position is responsible for providing direction, leadership, and decision-making for key areas of Enterprise Information Management, which includes information governance, information stewardship, information asset management, information lifecycle management, data quality and integrity, access, confidentiality privacy and security, to support the shared vision, mission and business plans of EIM, HIM and AHS. In alignment with these priorities, this position will provide the necessary leadership that is required to continue to support Connect Care Complex Areas such as Confidentiality, Consent and Legal Record of Care. This role is particularly valuable from a change leadership perspective as AHS continues to evolve from paper records to a shared electronic medical record through the implementation of new policies, practices and standards that support information sharing priorities. The Senior Advisor, EIM, will develop and maintain strong working relationships with key stakeholders in order to provide enterprise information management expertise across Alberta Health Services.

Description:

Leading and participating in provincial working groups to standardize and optimize information management practices that support Connect Care and other enterprise initiatives to ensure efficient, accurate, timely management of AHS information in accordance with legal and regulatory requirements. Provides subject matter expertise regarding the transition from paper based systems to electronic information management systems. Provide strategic and implementation support for the adoption of best practices in information management across AHS business areas, priorities and initiatives. Contributing and developing tools and resources to proactively manage, resolve and track measurable outcomes for prioritized EIM issues. Identify and facilitate resolution for deficiencies in information management policy, practices and standards. Develop and support enterprise-learning about information management through the facilitation, development and delivery of education materials and knowledge resources that improve understanding about EIM priorities at AHS. Lead and manage research efforts to actively guide and develop information management standards to support the development of a provincial health system information ecosystem that supports interoperability and information exchange. Facilitate and support review of information management solutions and best practice that enables information to be leveraged as a strategic asset for AHS and the greater Alberta Health System.

Required Qualifications:

10 years’ experience in information management including evidence of progressive leadership. Demonstrated understanding of the principles and components that comprise an enterprise information management program, in particular in health care systems or government organizations. Skills required for defining information management governance, standards, policies and procedures. Understanding or skills that facilitate understanding of work flows and intersections between clinical practice and legal and regulatory environments. Facilitation experience liaising and consultation with multiple and diverse stakeholders and interest groups. Experience in problem-solving and coordinating complex multi-disciplinary issue resolution. Excellent verbal and written communication skills.

Strong organizational skills, client-focused orientation and commitment to providing quality customer service. Demonstrated ability to foster relationships and partnerships with internal and external stakeholders. Demonstrated knowledge and experience with leveraging provincial, national and international standards. Commitment to innovation in service delivery and continuous improvement. Understanding of both technical and business requirements to support electronic health record across the continuum of care. Knowledge and familiarity with Health and Privacy Legislation and Professional Regulations, and Information Governance.


Preferred Qualifications:

Master’s Degree with information management, privacy or professional regulatory experience.
