Your Opportunity:

The Procurement Specialist III is responsible for the contract management process, assisting with contract implementations and conversions in the Contract Lifecycle Management (CLM) System. The Specialist will have a general knowledge relating to commercial contract, should be an expert with sourcing and contracting policy and procedures. Possess excellent oral and written communication skills, strong group facilitation and project management skills. Working within Contract Management Services and Support (CMSS) area reporting to the Manager of CMSS, Records & Customer Support. Provides leadership and guidance to a team of Contract Administrators ensuring process and data integrity in AHS' Contract Lifecycle Management (CLM) system. Works with Sourcing and Procurement teams and in concert with AHS program groups, as well as, CPSM functional areas; consult with Contract Management, Performance & Risk, CPSM senior leadership, and Business Systems Support to monitor and report on performance and compliance. The Procurement Specialist III will ensure sourcing & contracting activities comply with applicable laws, AHS policies, and trade agreements. Support and contribute to the development and maintenance of contract data for CLM system. Investigate issues and discrepancies that have been escalated and assist in their resolution. Provide input into the development of processes, procedures, and workflow improvement initiatives. Process mapping to identify opportunities and streamline CMSS processes and procedures. Develop reports, KPIs, data models and analytical tools.

Description:

As a Procurement Specialist III, you will showcase your excellent customer service skills and ability to communicate effectively with staff and external vendors. You will develop new contracts and contract amendments that create value and mitigate risk to AHS. You will be responsible for coordinating all activities related to the competitive bidding process including RFx evaluations preparing contract documents, assisting with contract implementations and managing contracts within their assigned categories in compliance with AHS procurement processes, policies and guidelines.

Required Qualifications:

Completion of post-secondary degree in Business or Supply Management.

Additional Required Qualifications:

Business training in core disciplines combined with supplementary courses (e.g. supply chain, economics, and process efficiencies/Lean), contract law, financial analysis, project management and competitive bidding processes & flexible sourcing strategies. Some experience in project coordination, commercial business dealings, contracting, contract management, quantitative and qualitative analytics, and work-group leadership. Demonstrated ability to think and act strategically, applying sound business judgment. Demonstrated problem-solving skills, and business negotiation skills, Must be detail-oriented and able to work independently with minimal supervision. Working knowledge of contract management systems, Microsoft Office software. Good interpersonal and written communication skills are required as working with a large array of stakeholders, including management, program administration, clinical staff, vendors and external stakeholders.

Preferred Qualifications:

Preferred undergraduate degree in business, supplemented by business training (e.g. contract law, procurement process, finance, and project management), medical training, or contract management experience. Equivalent combination of education and experience in public procurement (i.e. AHS policies, trade agreements including AIT (Agreement Internal Trade), TILMA (Trade Investment and Labour Mobility Agreement), NWPTA (and other applicable standards) may be considered.
